What is the Warm Homes Plan?
The UK government's plan to upgrade up to 5 million homes with clean heating, insulation and solar by 2030
The Warm Homes Plan is the UK government's plan, published in January 2026, to upgrade up to 5 million homes by 2030 with clean heating, insulation and solar panels, backed by £15 billion of public investment. It brings together the Boiler Upgrade Scheme, the Warm Homes: Local Grant, the Warm Homes: Social Housing Fund and new low- and zero-interest loans. ECO4, funded by energy suppliers, ends on 31 December 2026 and no new supplier scheme replaces it.
Where it wins
- Ambitious target of up to 5 million homes upgraded by 2030
- Combines grants and low-interest loans
- Targets fuel poverty and carbon reduction together
- Builds on schemes that already work, such as the Boiler Upgrade Scheme and the Warm Homes: Local Grant
Where it struggles
- Loan eligibility and terms are still being set out
- Delivery timeline is ambitious and may slip
- Installer capacity may struggle to meet demand
- ECO4, funded by energy suppliers, ends on 31 December 2026
How it works
01
Check which part applies: the Boiler Upgrade Scheme (England and Wales) for a heat pump, or your council's Warm Homes: Local Grant (England) if your income is low
02
For a heat pump, your MCS certified installer applies for the £7,500 grant
03
For the Local Grant, apply through your council, which arranges the installer
04
Low- and zero-interest loans are planned through the Warm Homes Fund: check GOV.UK for when they open
